This issue in V3.0.0.5 is typically tied with bad uninstall of a previous version. In V3.0.0.5 we have changed how the settings are saved to DWG based, so there is no external settings. The ribbon should load up with no issue - however, if a previous version is still on the computer, it can conflict.
Try these steps.
1. Open Control Panel and search for Pipe Network Productivity Tools. Uninstall all versions if they are showing there.
2. Go to each of the following directories and check for the RTCL_PipeNetworkTools.Bundle. Since uninstalled, it should not show up in any of these locations. Just delete it if it is.
C:\Program Files\Autodesk\ApplicationPlugins
C:\Program Files (x86)\Autodesk\ApplicationPlugins
C:\ProgramData\Autodesk\ApplicationPlugins
