The new ribbon is built via .NET and loads when it needs to, however, I know there is an issue with the ribbon loading when there is a CUI change, it seems to drop away. I have been looking for an event to tie into for when that happens so that the ribbon reappears. For now, I don't have a fix. You could have done one of the following to get it back to appear:
1. Ran the command RTCL_PNTRIBBON... this toggles the ribbon on/off
2. Changed workspaces to something else and then back
3. Closed and reopened Civil 3D should also fix it
With the two ribbons, the issue is you loaded the old CUIx ribbon which is outdated and no longer being used by the app, so you need to remove that from you CUIx partial files via the CUIx editor or via MENUUNLOAD command - then do one of the above to get the .NET ribbon back.
When I find a resolution to the issue I explained, I will be sure to provide an update with it.
